The origin of the term Kangaroo Court is somewhat obscure. However, having spent some time researching it, a consensus seems to emerge.
That consensus, not surprisingly, implies jumping. It is, after all, what that unpleasant creature is best at doing: jumping.
And so a Kangaroo Court simply jumps the usual requirements of a properly constituted court, a court of Law, for example, and pretends to function as if it were legitimate and that there were no problems.

A basic requirement for a properly constituted court of law is impartiality or neutral adjudication. The court should have no special interest in any outcome of its proceedings.
Applying this fundamental requirement, the Irish Medical Council would fail spectacularly. A gathering of people, top-heavy with Government appointees, is unlikely to be impartial on matters of governmental policies. And yet it hands down judgments and decides on punishments as if it were a court of law. It is no such thing. It is, in fact, your classical Kangaroo Court, jumping all inconvenient requirements.
